Partner and Functional Leader of Regulatory Risk at Deloitte S-LATAM. Carlos provides services regarding regulatory strategy, compliance and regulatory response. He works with different entities in the authorization process to become a Financial Technology Institution.

Previously, Carlos was Vice-president for Regulatory Policy at the National Banking and Securities Commission (CNBV) where he managed the Divisions of Regulatory Development, Economic Studies, International Affairs and Financial Inclusion.

He was member of the board of the CNBV, served as Executive Secretary of the National Council for Financial Inclusion, was member of the Basel Committee on Banking Supervision, permanent guest of the Financial System Stability Council and founding member of the Inter-Institutional Committee of the Fintech Law. He had an active participation in the design of the Mexican Fintech Law and was responsible for the development of secondary regulation for Financial Technology Institutions.

Carlos Orta holds a Bachelor’s Degree in Economics and a master’s degree in Money, Banking and Finance from the University of Birmingham, UK.
